Name:
Albany-Schoharie-Schenectady-Saratoga BOCES School Library System, commonly referred to as Capital Region BOCES SLS
Purpose of the Council:
Section 1: To recommend for approval the Plan of Service for submission to the BOCES Board of Education which is responsible for submitting such plan to the State Education Department by April 30.
Section 2: To recommend for approval the annual budget for submission to the BOCES Board of Education which is responsible for submitting the annual budget to the State Education Department by April 30.
Section 3: To review annually the effectiveness of the implementation of the Plan of Service a part of the annual report of the SLS which is transmitted to the State Education Department by September 15.
Section 4: To carry out other duties as assigned or required.
Membership:
Section 1: The council shall consist of 12 members. This number should include five practicing school library media specialists; one public library representative from the SALS (Southern Adirondack Library System), MVLS (Mohawk Valley Library System) or UHLS (Upper Hudson Library System) service area; one representative from the higher education community of the CDLC (Capital District Library Council) service area; one representative from the CDLC staff; one representative from the non-public schools; one school administrator; and one representative from BOCES(Board of Cooperative Educational Services). The School Library System director shall serve as ex-officio member of the council with the proviso that in the case of tie, the director will cast a vote. Of the five practicing school library media specialists, efforts will be made to have a representative from elementary, middle school and secondary school levels. In addition, efforts will be made to include a broad geographic distribution representative of our schools. The members of the council are approved by the Albany-Schoharie-Schenectady-Saratoga BOCES Board of Education.
Section 2: The term of office shall be three years. Terms shall begin on July 1 and run through June 30. No individual shall serve more than two consecutive three-year terms.
Section 3: In the event of a vacancy in an unexpired term, a successor shall be appointed by the governing board to fill the unexpired portion of the term. After the successor has completed the unexpired term, that person would then be eligible for two consecutive three-year terms.
Section 4: Anyone who has two or more unexcused absences during the year is subject to removal from the council.
Meetings:
Section 1: There shall be a minimum of four meetings per year. All the meetings shall be open to the public.
Section 2: Special meetings may be held on call of the chair or at the request of any council member or the coordinator.
Section 3: Business shall be conducted by the council in accordance with accepted rules of parliamentary procedure. For the purposes of parliamentary procedure a quorum will be defined as the majority of the total members of the committee. A quorum must be present to pass any resolutions or binding agreements.
Section 4: A secretary shall be designated by the council to take minutes.
Officers:
Section 1: The officers of the council shall be as follows: a Chairperson and a Vice Chairperson.
Section 2: Officers shall be elected annually by the council from members of the council at the first meeting of the school year.
Section 3: The secretary shall keep the minutes of all meetings and shall keep a copy of all council documents. The secretary shall forward such minutes to the system office for typing and distribution to all members of the Advisory Council. The minutes shall be made available to the BOCES Board of Education and to the SLS Liaisons.
Communication:
Section 1: The system director shall distribute to the Advisory Council those documents prescribed by law and/or Commissioner’s Regulations. This will include: Plan of Service, budget, and evaluation, as well as copies of the annual directory, surveys and results, newsletters, and minutes of the system liaison meetings. Such distribution may be in paper or electronic format, as appropriate.
